  1. Liberalism is the dominant discourse of the Western World that mainly deals with the idea of liberty.

    Earliest liberal scholars were known as classical liberals. According to classical liberals like Locke liberty is where the law is silent.This concept is known as negative liberty. They considered state as a necessary evil and favoured a minimal state.

    The exploitation of workers by capitalism led scholars to realise that state has to play an important role in welfare of its citizens. JS Mill , TH Green are scholars of positive liberty who looked at the state as a source of virtue. State according to them has to hinder the hinderances. State is necessary for man to enjoy rights. According to Laski man should not be restricted to political rights but also expanded to socio-economic rights. Ideas of positive liberals led to formation of welfare states which is a Golden Mean of socialism and liberalism.

    Positive liberty theory was criticized by neo-liberal scholars who advocated for a night watchman state and Marxist scholars who believed that welfare states was inherently contradictory.
